On the iPhone, open Settings → Camera → Formats and choose Most Compatible. New photos are then saved as JPG; existing ones still need converting.
Unusual HEIC variants may not decode in the browser. On the iPhone, Settings → Photos → Transfer to Mac or PC → Automatic converts photos to JPG when you copy them to a computer.
Check that it is one of the supported formats above and opens in another app. Damaged files and password-protected PDFs cannot be read until they are repaired or unlocked.
